OpenWhat DEPART measures
[How an observation is defined (country-election? country-election-host country?), which elections are included (legislative, presidential, referendums), and the key variables: eligible / registered / voted abroad, voting method (embassy, postal, online, proxy), and representation (e.g. dedicated diaspora seats).]
Sources
[Where the figures come from — election management bodies, foreign ministries, official gazettes — and how missing or conflicting reports are handled.]
Coverage and limitations
[Temporal and geographic scope, plus known gaps — e.g. countries that do not report votes cast abroad separately.]
